Fleur Thomas

Fleur Thomas has been in post as Chief Officer of the Sovereign Base Areas and Command Secretary for British Forces Cyprus since November 2025. Fleur has held a number of Senior Civil Service roles, recently working in the Ministry of Defence leading the programme for the machinery of Government change for defence exports. Fleur was on loan to the Foreign Commonwealth and Development Office as Her Majesty’s Ambassador to the Grand Duchy of Luxembourg from April 2021 to April 2025. Prior to that role she held the post of Head of Exports in the Ministry of Defence, managing Typhoon exports and other strategic export campaigns.

Fleur has worked as a Senior Civil Servant in the Ministry of Defence and Department for International Trade, and as a Director in an Arms Length Body to the Ministry of Defence where she set up Defence Relationship Management and the Employer Recognition Scheme. She started working as a part time Crown Servant in 2002, and had a portfolio career for a number of years before joining the civil service full time. She has worked as airline cabin crew, as a lecturer for the Open University, and ran her own small business in Kuwait and Saudi Arabia.

Fleur is a great believer in the power of education, and following her degree in Land Management she pursued an MBA and an MSc in Development Management with the Open University. She is also proud to be a Fellow of the Westminster Abbey Institute.
